“Those who are most vulnerable often are those who struggle most to access the help and support that they need. And, to me, that’s the cockeyed way of doing it really. Surely those who are most vulnerable and most need it, should be the ones that are targeted or prioritised or whatever. And that doesn’t seem to be the case.”
